City of York Council has appointed five civil engineering contractors to its Minor Civils Framework 2025, with a total value of £15.36m excluding VAT (£19.3m including VAT).
The framework was signed on 1 July 2026 and runs until 30 June 2028. The council can extend it by a further two years, in two 12-month periods.
Five suppliers appointed
The appointed contractors are Bethell Construction, based in Kearsley, Greater Manchester; Jackson Civil Engineering, based in Ipswich; P&T Contracts, based in Dunnington, York; PBS Construction (North East), based in Hull; and Transcore, based in Malton, North Yorkshire.
The framework covers construction works within the York area and is intended to support the council’s programme of civil engineering and infrastructure maintenance schemes.
Performance measures
Contractor performance will be assessed against three key performance indicators: client satisfaction with the product and service, predictability of cost, and predictability of time.
The client satisfaction measure will assess performance during call-off contracts, including health and safety, traffic management and workmanship standards.
The council received 13 tenders, with 11 bidders progressing to the final assessment stage. The award notice was published on 28 September 2026.
