Leicestershire awards £220,000 highway maintenance work order

All Roads Asphalt Solutions will provide additional highway maintenance resources after the framework’s top-ranked supplier declined the work.

Leicestershire County Council has awarded a £220,000 highway maintenance work order to Leicester-based All Roads Asphalt Solutions Ltd.

The award, valued at £264,000 including VAT, is Work Order 003/26 under the council’s Highway Maintenance Resources Framework_2026. The work order covers resources listed in the framework price schedule and was made as an “award without competition” through a single-supplier call-off.

Additional maintenance capacity

The work was initially offered to the framework’s first-ranked supplier, which declined it. The council then offered the order to the second-ranked supplier, All Roads Asphalt Solutions, which accepted it.

The wider framework is intended to provide the council with additional highway maintenance operatives, vehicles and equipment on an ad-hoc basis, supplementing its directly employed workforce.

The award decision was made on 23 September 2026. The contract is due to be signed on 29 September and is scheduled to run from 4 October 2026 until 31 January 2027.

All Roads Asphalt Solutions is based at Merrylees Industrial Estate near Leicester and is registered with Companies House under company number 06490196.
