Sellafield Ltd has named OneAxIoM and Hochtief as preferred partners for a framework worth up to £3.6bn covering asset care and construction at its nuclear site in Cumbria.
The Project and Asset Care Execution (Pace) framework is intended to support work ranging from routine maintenance to complex projects across the Sellafield estate. It will run for nine years, with an option to extend for a further six years, potentially taking activity through to 2041.
Two-lot procurement
OneAxIoM, a joint venture between Amentum Clean Energy and Mitie, has been selected for Lot 1. It will work on process and mechanical-handling nuclear facilities, including areas associated with spent-fuel management and Retrievals East River.
Hochtief has been selected for Lot 2, covering batch specialist and decommissioning facilities. Its remit includes work involving special nuclear materials, nuclear infrastructure and remediation.
Sellafield said the framework would standardise approaches across its assets and use a scalable, output-focused model. It also expects the arrangement to support longer-term supply-chain partnerships, innovation, workforce skills and sustainability.
Off-site construction and local work
Off-site construction will form part of the delivery model, with components built, inspected and prepared away from the main site before installation.
OneAxIoM plans to refurbish an existing facility in Egremont, West Cumbria, building on work delivered through Sellafield’s previous Integrated Asset Care framework. Hochtief is exploring additional off-site locations to support delivery and local economic activity.
Sellafield said the procurement supports its Social Impact, Multiplied strategy, including apprenticeships, local employment and increased opportunities for small and medium-sized enterprises.
The Pace framework forms part of Sellafield’s Overarching Acquisition Strategy and builds on the Design Service Alliance and Integrated Asset Care frameworks. Mobilisation will begin after formal award and contract signatures have been completed.
Sellafield response
Sellafield chief commercial officer James Riddick said: “The Pace framework is a major part of our overarching acquisition strategy, and a lot of work has gone into preparing for this exciting long-term partnership.
“We are looking forward to working together on the positive opportunities for both our mission and our community.”
Chief engineer Matthew Johns said the agreement would strengthen the organisation’s asset-care capability.
“Our mission is to create a clean, safe and secure environment for future generations. To do this we must ensure our assets remain safe, reliable and fit for the future,” he said.
“This agreement is an important step to strengthen our asset care capability. It will provide the expertise we need to maintain a high standard of safe and efficient delivery.”
Johns added: “We look forward to working collaboratively with OneAxIoM and Hochtief.
“We will build a framework that delivers safe, effective and sustainable outcomes. These will benefit Sellafield and the wider community.”
