Cambridgeshire awards £75,000 connected vehicle data contract

Compass IoT will provide three years of speed and routing insights to support the county council’s highways and road safety decisions.

Cambridgeshire County Council has awarded Compass IoT Limited a three-year contract to provide vehicle speed and routing data across its road network.

The Vehicle Speed and Routing Data (2026–29) contract is valued at £75,000 excluding VAT, or £90,000 including VAT. The estimated term runs from 3 November 2026 to 2 November 2029.

Data without roadside counters

The council is seeking a web-based platform that allows public sector officers to examine connected vehicle data at different scales, from individual road sections to whole settlements.

Connected vehicle data is generated by vehicles and devices reporting their position as they travel. The approach can provide information about roads where no permanent counter or separate traffic survey has been installed.

The platform must provide average speed, 85th percentile speed, the number of observations and standard deviation. The 85th percentile measure identifies the speed at or below which 85% of observed vehicles travel, while the observation count indicates the volume of data supporting each result.

Procurement and contract

The council said the information will support decisions on highway operations and road safety. It has not specified which roads or schemes will be assessed first, or how the data will be used in future speed limit or safety reviews.

The contract was procured through a below-threshold open competition under the Procurement Act 2023. Four tenders were received and assessed at the final stage, including three from small and medium-sized enterprises.

Compass IoT, an SME based on City Road in London, was selected as the supplier. The award decision was made on 16 October 2026, with 30 October 2026 identified as the earliest signing date.
