Firms appointed to £4.29bn Pagabo infrastructure framework

Costain, Graham, M Group, Octavius and AtkinsRéalis are among the contractors appointed to Pagabo’s four-year civil engineering and infrastructure framework.

Costain, Graham, M Group, Octavius and AtkinsRéalis have secured places on a £4.29bn national framework covering civil engineering, infrastructure and enabling works.

Managed by public sector procurement specialist Pagabo, the four-year framework brings together services including civil engineering, demolition, remediation and land preparation. It is intended to give public sector bodies and private organisations access to appointed contractors through direct awards and further competitions.

Appointments span transport and infrastructure

AtkinsRéalis has been appointed to the rail, aviation and rail systems lots. Its potential scope includes track and platform systems, electrification, signalling, telecommunications, power supply and multi-discipline systems integration.

Scott Kelley, AtkinsRéalis managing director for complex projects, said the framework would support airport operators, transport authorities and rail operators with infrastructure upgrades aimed at improving connectivity and resilience.

Costain has been named as a Lot 1 Collaborative Partner for England and Wales, alongside two other suppliers. The company will provide engineering and infrastructure services from early project development through to delivery.

Graham has secured places across all three Collaborative Partner Lots. The company said this makes it the only collaborative partner appointed across England, Wales, Scotland and Northern Ireland, giving it UK-wide coverage for civil engineering services.

M Group has been appointed as a Collaborative Partner for England and Wales. Its managing director for transport, Adrian Cooke, said the framework would create opportunities in highways, water and environmental infrastructure, as well as potential expansion into rail, aviation and defence.

Octavius, part of RSK Group, has secured places on the Highways (Civils and Infrastructure) and Rail lots. The company said its appointment covers value bands from £100,000 to £5m through to projects worth more than £30m.

Access for public sector clients

Pagabo said the framework is available to combined authorities, central government departments, local authorities, NHS and emergency services organisations, and housing providers.

Pagabo Construction and Infrastructure director David Llewellyn said suppliers had been appointed on the basis of evidence that they could deliver infrastructure, civil engineering and enabling works collaboratively across the UK.
