In The Dock Takes Workforce Safety Awareness to the Heart of Parliament

MPs and parliamentary staff across the Parliamentary Estate are being introduced to In The Dock, an immersive behavioural safety initiative designed to strengthen understanding of workplace safety protocols among management and frontline operatives.

The initiative is being brought to the attention of parliamentarians as part of an effort to highlight the importance of behavioural safety, individual accountability and effective workforce training in preventing workplace incidents.

Drawing on 15 years of experience delivering safety initiatives for organisations including Kier, VINCI, National Highways and HS2, alongside partners involved in construction-site safety, In The Dock uses a realistic mock court case to examine the decisions and circumstances that can lead to serious workplace incidents.

The experience is designed for senior management, supervisors and frontline operatives alike, exploring how failures in communication, supervision and adherence to established safety procedures can affect outcomes across construction and infrastructure projects.

Putting Workplace Decisions on Trial

Participants are presented with a simulated workplace incident and invited to examine the evidence, question decisions and consider the responsibilities of those involved.

The courtroom setting brings the consequences of unsafe behaviour into sharper focus, examining how decisions made at different organisational levels can contribute to an incident.

For frontline workers, this includes recognising hazards, following agreed methods of work and raising concerns when conditions become unsafe.

For management, the focus extends to planning, supervision, communication and ensuring that safety procedures are properly understood and implemented.

The approach highlights the importance of shared responsibility, recognising that effective safety management depends on decisions made both on site and within an organisation’s leadership.

Fifteen Years of Industry Experience

Experience gained across major infrastructure programmes has helped shape the initiative’s approach to the practical challenges of maintaining safe working environments.

Complex construction projects frequently involve multiple contractors, subcontractors and disciplines working alongside one another, making clear communication, effective supervision and consistent application of safety procedures essential.

In The Dock draws on these experiences to encourage greater understanding of how organisational decisions and individual actions interact, particularly when established safeguards are overlooked or inadequately communicated.

Beyond Compliance: Understanding the Consequences

While established legislation, risk assessments and safe systems of work provide the framework for protecting employees, their effectiveness depends on how consistently those requirements are understood and applied.

The initiative challenges participants to look beyond procedural compliance and consider the human factors that influence workplace safety.

By examining the circumstances leading to an incident, it encourages discussion about leadership, accountability, communication and the importance of challenging unsafe practices before they result in harm.

For employers, the wider question is whether their workforce understands not only what safety procedures require, but why those procedures exist and the consequences when they are ignored.

Could Your Organisation Stand Up to Scrutiny?

For construction companies, infrastructure clients and contractors, In The Dock raises a question that applies equally to directors, managers, supervisors and operatives:

If a serious workplace incident occurred tomorrow, could everyone involved demonstrate that they understood their responsibilities and the safety procedures designed to protect them?

Organisations seeking to strengthen workforce awareness and encourage meaningful discussion around behavioural safety can explore how In The Dock could be delivered across their own operations.
